About Author/Editor

Dr Peter Brennan is Managing Director of EPS Consulting – a public policy consultancy – and Bid Services – a tender and procurement advisory business. Peter spent the first part of his career working for the Departments of Foreign Affairs and Industry and Commerce, including two postings to Brussels. He was a director of the Irish Business and Employers’ Confederation and was responsible for the Irish Business Bureau: IBEC’s Brussels office (1986–2001). He is a director of the Sustainable Energy Authority of Ireland and was a director of several commercial semi-state companies. He was chairman of the Climate Change Research Group at the Institute for International and European Affairs from 2007 to 2015. He was an advisor to the Oireachtas Joint Committee on Energy and Climate Change. He lectured on the DCU Masters programme on Sustainable Energy Finance. He is author of Behind Closed Doors: The EU Negotiations that Shaped Modern Ireland (2008) and Public Procurement: Rules of the Road (2016). He has a BSc in Public Administration from TCD (1978) and has completed a doctoral thesis on European policy-making (2009). He is a recognised expert in relation to climate change and national and EU policy development. He was President of Dublin Chamber in 2010, is a Fellow of the Irish Management Consultants’ Association, and a founder member of the Public Policy Advisors’ Network.
